Neil Culp is an accomplished business and HR leader with over 18 years of experience driving organizational change and performance improvement across diverse industries. As Vice President of People & Culture at Billyard Insurance Group, Neil leads strategies to enhance employee engagement, performance, and organizational culture. Previously, he held leadership roles at Mohawk College, Brock University, and the Niagara Region, specializing in employment relations, talent acquisition, and organizational development.

Neil’s leadership has consistently been marked by his ability to integrate HR initiatives with broader business goals, ensuring alignment between strategy and operations while maintaining a focus on continuous improvement and employee satisfaction. His expertise includes organizational design, workforce planning, leadership coaching, and performance analytics.
